Yup, Directories are easy to make as there are a few good directory scripts.

There are a lot of really experienced people who only make Directories. I recently started my first directory, just a few days ago and had one help me. The reason I think they do it is because over time they can make good money.

Like you said you submit to directories for the links. Well when a directory gets a high PR and good traffic then it makes getting that link much more valuable, and that's when they start charging you for the links.

Yes people make directories to make some money and they are making money from it by posting their referral links to the directories as if anyone click on that link and register through that then they will got paid.
