Where do you design your plans for a web template? Do you use photoshop? fireworks? or do you just plan on a piece of paper?

I don't do web designs but when I want to get a speicific web template made from designers, I usually plan on photoshop.

I start out with a piece of paper as a scratch then my finalization comes with a photoshop.I used photoshop when i'm pretty sure with the template and design.
