I don't think so, Google Panda just want to improve or increase the quality of every site that's why they came up with this idea and because of this it fights low quality content or plagiarism.

Google Panda is a new update of Google, it consider mainly Content related to your website. If you use unique and quality content for your website, you will get good results like high ranking, high traffic.. etc. Google Panda hate low quality content like irrelevant, duplicate.. etc. If you use these type of content, then Google Panda is evil for your website because it will give you unexpected and very bad results like high drop in ranking, high drop in traffic, site penalty, site ban.. etc. So if you want to get good results, you should use fresh and quality content in every activity related to your website.
