Re:
To give an example of a small link wheel. If you have 5 websites or pages that each has two backlinks you could:
Point one backlink from site 1 to site 2
Point one backlink from site 2 to site 3
Point one backlink from site 3 to site 4
Point one backlink from site 4 to site 5
Point one backlink from site 5 to site 1
Then point the second link from each site to the site you want the "juice" to be targeted at and this way links are supposed to be stronger and more productive.
Internet marketers tend to think that this looks more "natural" to the search engines which means that they like it better. You can do it using hubpages, squidoo, wordpress or any other free hosting website if you don't own websites yourself.

Link wheel is linking to different pages together. Some of the pages may have links to your websites while others don't. It makes the link building process looks natural to the spider.

It is a method of link building, in which we use web 2.0 and we connect each posted blog/sites to others..

I think it's pretty common SEO knowledge that links are good for sites. The more links you have, and the higher quality those links are, the higher you are going to rank in the search engines. Of course there are factors that affect your ranking that you control on your site, but let's save that for another article.
Anything that happens off your site is known as offsite SEO, and since links are coming from another site to your site, a link wheel is an offsite technique.
Okay, so how does a link wheel differ from any other link, and what's the "wheel" part of the name? Link wheels are one of the most advanced SEO link building techniques out there right now.
A link wheel is the process of creating 12 or so (or sometimes up to 116) new blogs/microsites on a particular topic. On each of those sites, you write 200 words of unique content, and include 1 link to your targeted site, and 1 link to one of your other blogs/microsites.
Now the trick here, and why link wheels are so effective is the new blogs and microsites we create are on sites like Hubpages.com, Wordpress.com, Blogger.com, which are established, PR6, PR7, PR8 sites, and the subsequent blogs benefit from these attributes.

As per my knowledge Link wheel is technique in which we interconnect web2.0 websites and then link back all those websites to maintain websites. This is unique method to generate traffic and backlinks as well.

buy 4 websites and link them together - 1 links to 2 links to 3 links to 4 - and visa versa - 4 links to 1 links to 2 links to 3 - making wheel, then link all 4 to one site in middle, throwing power to that.
link wheel is basically a circle of links that are connected to each other and also to your money sites.
