I don't think it affects SEO. I think what it can affect is the uniqueness of your site.
If one of your visitor have seen a site that uses a similar design on yours, no matter who uses that design first, it will make them disappointed seeing two sites have similar designs.

Wont affect your SEO, but if your using them as hub pages and a network of sites that backlink to each other, its not advised.

Shouldent but a good reason to use the same template on many sites is to tell people that they are all linked and / or part of the same company if you get me
