In the home page of wordpress there is a sign up button there and it will bring you to the sign up form. After you've created a account you can now create a blog. You can search on Youtube for more detailed tutorials.

Go to wordpress.com and in the home page there is a sign up button. In your registration you could choose free or paid account. In the free account the url of your blog will have .wordpress.com while in the paid account you'll have the url you want with .com or .net or whatever you like.
